See CMAX, Inc. v. Hall, 300 F.2d 265, 268 (9th Cir. 1962) ("A district court has inherent power to control the disposition of the causes on its docket in a manner which will promote economy of time and effort for itself, for counsel, and for litigants. The exertion of this power calls for the exercise of a sound discretion."). That the Court is contemplating staying these proceedings pending the Supreme Court's decision in IRAP should not encourage the Government to delay the timely processing of valid immigrant visa applications initiated by submitting Form I-130 Petitions. Indeed, the Supreme Court has instructed the Government not to enforce EO-2 against foreign nationals who have a "bona fide relationship with a person or entity in the United States," which would include a Yemeni beneficiary of a validly submitted Form I-130 Petition by a relative who is either a U.S. citizen or a lawful permanent resident.
